SRS Security Request for LOI
REQUEST FOR LETTERS OF INTEREST
In 1996, The International Rhino Foundation (IRF) and Yayasan Badak Indonesia (YABI) developed the Sumatran Rhino Sanctuary (SRS) in Way Kambas National Park in Lampung, Indonesia. The SRS is home to seven rhinos that are part of an intensively-managed research and breeding program aimed at increasing Indonesia’s wild rhino population. At the sanctuary, the rhinos reside in enclosed forested areas where they can experience a natural rainforest habitat while still receiving state-of-the-art veterinary care and nutrition. The SRS is protected 24/7 by Rhino Protection Units (RPUs), with additional park-wide protection by additional RPUs throughout Way Kambas National Park.
In early 2020, IRF executed a security assessment for the SRS, which provided recommendations to install a real-time camera or thermal surveillance system around the SRS and to train a real-time Ops Room and Quick Reaction Force. IRF is now looking for an individual or organization with the ability to develop and implement a security system and response team at the SRS.

Please include the following information in your letter of interest by 15 July 2020:
- Name of company or organization
- Name and contact information for Primary Investigators (PI)
- Brief description of prior experience developing and implementing a security system for a protected area or wildlife sanctuary (500 words max)
- A signed confidentiality agreement (Appendix I of this Request)
Applicants will be notified via email that their pre-proposal was received. Late proposals will not be considered. A panel of established disciplinary experts and IRF staff will review and score all LOIs and all parties that have submitted an LOI will be informed 22 July 2020 will grant an invitation to submit a full proposal. Included with this invitation will be a formal Request for Proposals (RFP) which will contain all the necessary information for interested Offerors. Final proposals must be received by 31 August 2020. Proposals and any questions about proposal submissions should be sent to both email@example.com and firstname.lastname@example.org.
Evaluation and Basis for Invitation for Full Proposal
Invitations for an RFP will be made to applicants whose previous experience designing and implementing a protected area and/or wildlife sanctuary security program is determined to best meet the needs at the SRS.
For those invited to submit for the Full Proposal, applicants will be evaluated on their response to the formal invitation document, including eligibility to meet criteria stated in the RFP, technical capability requirements, and a project determined most advantageous to the SRS, YABI, and IRF. Evaluation will be graded as follows:
- Understanding of the scope of work (35 points)
- Relevant experience and qualifications (35 points)
- Cost (30 points)
